The U.S. Supreme Court’s decision to permit a high school football coach to pray on the field after games is expected to reopen a vigorous and probably tense debate among parents, educators and others over how far religion can enter public school grounds, California education and legal experts said Monday.

Conservatives and some Christian leaders praised the court’s action, saying it allowed for the personal religious expression of the coach and those who voluntarily followed him, a reasonable accommodation to religious and free speech rights. But civil libertarians and many educators said allowing a coach or any other school authority figure to lead a prayer amounted to the kind of establishment of religion that the Constitution forbids.

President Joe Biden says the deaths of migrants who were in the back of a tractor-trailer in Texas is "horrifying and heartbreaking." Forty-eight people died after being left in the back of a tractor-trailer in San Antonio, where temperatures approached 100 degrees Fahrenheit on Monday. Biden said Tuesday: “Initial reports are that this tragedy was caused by smugglers or human traffickers who have no regard for the lives they endanger and exploit to make a profit." The Democratic president says the tragedy shows the need to disrupt human smuggling networks.

The government of Trinidad & Tobago has closed schools as forecasters warned that a tropical disturbance would bring heavy rains and gusty winds to the southeastern Caribbean. The approaching storm also prompted Trinidad-based Caribbean Airlines to cancel at least four flights on Tuesday. A tropical storm warning was in effect for Trinidad & Tobago as well as Grenada and its dependencies, with forecasters warning that up to 6 inches (15 centimeters) of rain could fall. The U.S. National Hurricane Center said the system would pass over or near the southern Windward Islands on Tuesday night. It is expected to soon become a tropical storm.

New Jersey’s Democratic-led Legislature has teed up a vote on a record budget of over $50 billion that boosts spending 9% over last year, sets aside $2 billion for property-tax payers and renters, and carries a $6 billion surplus into the new fiscal year. The spending blueprint emerged from closed-door negotiations late Monday and sped through the Democratic-led Assembly and Senate committees soon after. Republicans issued what has become an annual refrain that there was little transparency and short time to review the plan. Among the new proposals is a property tax relief program that will offer credits to property owners and rebates to renters.

Some of the 50 migrants found dead inside a tractor trailer abandoned in Texas were reportedly sprinkled with steak seasoning in a possible bid by smugglers to cover up the stench.

The lawyer representing an Israeli woman convicted on drug charges in the United Arab Emirates says the UAE has canceled a death sentence issued earlier this year. The case was a potential test of ties between the two countries, which normalized relations in 2020. Fida Kiwan, a 43-year-old resident of the northern Israeli city of Haifa, was sentenced in April. Israeli media said at the time that Kiwan was arrested on March 21, 2021, with half a kilogram (over 1 pound) of cocaine that she claimed did not belong to her. Her Israeli lawyer said the death sentence was dropped on appeal but that she would likely still get a lengthy prison sentence.

Airbnb says it’s making its party ban permanent. The short-term-rental company said Tuesday that the temporary ban it put into effect in 2020 is working, so it decided to make it permanent. The company says reports of parties at listed properties have dropped 44% from a year ago. Airbnb has been trying to crack down on parties since late 2019, after a fatal shooting at a rented house in California. While making the ban permanent, Airbnb is lifting a capacity limit on some rentals. Airbnb says some property owners want to eliminate the limit of 16 people at large properties.

Police say there are no signs of foul play in the case of an eight-year-old boy who was found in a rainwater sewer more than a week after going missing in northern Germany. The boy disappeared on June 17 in the town of Oldenburg. Search parties spent days looking for him until somebody heard whimpering from beneath a manhole cover about 330 yards from the boy's home on June 25. Rescuers found the boy naked, chilled and dehydrated inside the sewer, but otherwise unharmed. Oldenburg police said Tuesday that their investigation concluded the boy likely climbed into a drain near his home and then lost inside the narrow tunnels. The boy is still in hospital.

Gaza's Hamas rulers have released a video of a captive Israeli citizen it has held incommunicado since 2015. The video released Tuesday shows the young man lying in a hospital bed while wearing an oxygen mask. It was the first image of Hisham al-Sayed to be released since he wandered across the frontier from southern Israel into Gaza. It came a day after Hamas said the condition of one of the Israeli prisoners it is holding had deteriorated. Hamas is believed to be holding the remains of two dead Israeli soldiers as well as two captive Israeli civilians, including al-Sayid. Repeated attempts at a prisoner swap between Israel and Hamas have failed.

France’s lower house of parliament has opened its first session since President Emmanuel Macron’s party lost its majority. It is expected Tuesday to elect a woman as speaker for the first time. Legislative elections earlier this month shook up France’s political landscape. Macron’s centrist alliance still has the most seats but no longer enough to comfortably adopt laws. The leftist Nupes coalition is the biggest opposition force, and hopes to challenge Macron’s plans to cut taxes and raise the retirement age from 62 to 65. The far-right party of Marine Le Pen won a record number of seats,. All three plan competing measures aimed at coping with high inflation.

The Saudi-backed LIV Golf is coming to America. The LIV Golf Invitational-Portland is at Pumpkin Ridge in Oregon. The highest-ranked player in the field is Dustin Johnson at No. 17. But the series now has eight of the top 50 in the world after adding Bryson DeChambeau, Brooks Koepka and Patrick Reed. The PGA Tour has the John Deere Classic with a field so weak that no one from the top 50 in the world is playing at TPC Deere Run. Part of that is scheduling. It's two weeks after the U.S. Open and two weeks before the British Open.

Top-seeded Iga Swiatek has won her opening match on Centre Court at Wimbledon. She beat Croatian qualifier Jana Fett 6-0, 6-3. The victory was Swiatek’s 36th in row and included all seven matches she played at this year’s French Open in winning her second title at Roland Garros. It’s the longest winning streak on the women’s tour since 1997. Swiatek says because it was her first match on grass this season “so I knew it’s going to be tricky.” Swiatek is the woman to beat at the All England Club. She won five titles before heading to Paris in May.

Five of New Hampshire’s Republican U.S. Senate hopefuls say they don’t support enacting federal abortion legislation though most initially sidestepped the question during their first debate. Donald Bolduc, Bruce Fenton, Vikram Mansharamani, Chuck Morse and Kevin Smith were asked Monday whether they would support federal laws restricting abortion after the Supreme Court ended constitutional protections. While all praised the decision, Fenton was the only candidate who clearly said no to federal legislation. The others indicated their opposition only by not raising their hands when a moderator pressed them to take a position. U.S. Sen. Maggie Hassan, the Democrat they want to unseat, argues that several of them have made it clear they would back such legislation.

President Joe Biden is arriving in Spain to meet with fellow leaders of NATO at a moment of growing concern about the alliance's resolve in the face of the grinding war in Ukraine. White House national security adviser Jake Sullivan says that Biden on Tuesday would detail a plan to increase the number of Navy destroyers based in Rota, Spain, from four to six during talks with Spain's prime minister. Sullivan says the move was one of multiple announcements Biden and NATO allies would make during the summit to help bolster the alliance in the region.

All plants require nutrients, which occur naturally in the soil. Over time, however, they become depleted and need to be replenished for plants to thrive. Buying garden fertilizer can be expensive. But AP gardening writer Jessica Damiano says there many ways that home gardeners can save money by making their own fertilizer. Simple options include grass clippings for the lawn or compost for garden beds. You also can bury food scraps and fish to enrich the soil. Used fish-tank water is rich in nitrogen and other nutrients for plants. Water left over from boiling eggs or vegetables is also rich in minerals.

Dutch prosecutors have demanded life sentences for five alleged gangsters accused of six murders, four attempted murders and plotting four more hits, in a long-running trial that exposed the grim reality of the Netherlands’ violent criminal underworld. Prosecutors sought lower sentences Tuesday for 11 more defendants as the marathon trial of lead suspect Ridouan Taghi and several of his alleged accomplices drew toward its close at a closely guarded courtroom in Amsterdam. Taghi was one of the Netherlands’ most-wanted men until he was arrested in Dubai in 2019 and flown home to face trial. Defense lawyers will address the court before judges retire to consider their verdicts.

The American Folk Art Museum, unlike many other arts institutions during the pandemic, was able to avoid layoffs and other cutbacks in the past two years through a mix of unique fundraisers and increased contributions from existing donors. The museum plans Tuesday to announce its largest and most unusual recent gift – a $5 million donation from arts supporters Becky and Bob Alexander to help fund the museum’s exhibition program and its operation as one of New York City’s few free museums. In honor of the Alexanders’ donation, they will receive naming rights to the museum CEO’s job title.
